MF system routine is missing

Hello,

please when I try to do this:

call "CBL_DIR_SCAN_START"
using by reference handle
                                  pattern
by value search-attribute
                               flags
returning search-status
end-call

I got error 173 - Called program not found

I got this message on environment where I have Net Express 3.1. On the other one, where I have Net Express 5.1 everything work fine.
